It would be a good step in that country if it actually happened. Depends on whether they actually lay down arms, as well as people's willingness to accept a historically militant organization as a political and social player. Hezbollah has been operating as both for years in Lebanon, and the international community seems reluctant to recognized them under their new "non-militant" banner. Given that skepticism, it remains to be seen how committed they are to continuing to operate as non-militants. With the US still basically in charge in Iraq, I wonder about the level of acceptance of a non-militant Mahdi Army.
